The rapid development of digital technologies creates new opportunities and challenges for all of us. Digitalisation is changing the nature of occupations and the skills needed in different economic activities. The new roles and forms of work organisation impose new requirements in terms of companies’ human resources practices, affecting talent management and staff development practices in all firms.

This guide has been developed to present a strategic approach to the digitalisation of national vocational education and training systems and skills systems. It presents a system-wide digitalisation framework, provides an overview of key digitalisation issues in all aspects of skills development, provides a useful introduction of key frameworks and tools supporting digitalisation and presents many concrete examples of national initiatives around the world.
