The Public Employment Service (DYPA) was established under the Legislative Decree no. 2961/1954 (Official Government Gazette Α’ 197), was renamed to Hellenic Manpower Employment Organisation (OAED) under the 212/1969 (Official Government Gazette Α’ 112), is now renamed under par. 1, Article 3, Law 4921/2022 to “Public Employment Service” (DYPA). It is a legal entity of public law seated in Athens and is supervised by the Hellenic Ministry of Labour and Social Affairs.

 

It is directed by its Governor, three Deputy Governors, an Administrative Board and the Board of Social Partners. The Administrative Board’s composition is based on the principle of tripartite representation, since, not only state bodies but also employers’ and employees’ associations participate into it, as representatives of social partners.

 

The Governor of DYPA is the Administrative Board’s President, who is the chief administrative and executive officer responsible for the implementation of all the relevant laws, regulations, and decisions. The three Deputy Governors assist the Governor in his work and can replace him if needed. The Administrative Board is entitled to decide upon any issue beyond the Governor’s responsibility. The Board of Social Partners is a collective body operating as an instrument of the Administration of the Public Employment Service (DYPA), in which the social partners are represented. The Governor may transfer his responsibilities to the two Vice Presidents (one of the employers’ and one of the employees’ side).

The operation of DYPA is based on the following three pillars:

  • promotion to employment;
  • unemployment insurance and social protection of maternity and family;
  • vocational education and training.

At the EPAS and IEK schools of DYPA, approximately 10,000 students are enrolled annually.
