Globalisation, technological change, an aging population and changes to the world of work have made securing social protection for all, i.e. economic and social security, a major challenge. Improving social protection is also at the heart of the European Pillar of Social Rights and a major element in national Recovery and Resilience Plans in all EU Member States.

About this Open Call

In this context, the European Commission launched an Open Call for High-level Experts on the Future of Social Protection on 23 August 2021.The call remains open for applications until 17 September 2021. The application for the open call is available in English, German, and French.

Aims and objectives of the high-level expert group

The high-level group will be composed of a maximum of 12 members, all appointed in a personal capacity. It will study the future of the welfare state, its financing and link to the changing world of work. The overarching objective of the group will be to reflect on how to make social protection systems and the welfare state fit for the future, particularly in light of recent trends observed throughout EU Member States.

  • the demographic changes resulting in a shrinking workforce and an ageing population;
  • transformations on the labour market accompanying the digital and green transitions, including the increase in non-standard forms of work;
  • globalisation and the emergence of new risks.

Results and insights of the High-level expert group will feed into a report and recommendations on the future of social protection and the welfare state in Europe – planned for 2022.
