This is the first of a series of publications, which offer an overview of digital in Italy. The Quaderno analyzes the scenario of digital skills in Italy and highlights their crucial relevance in individual development, social inclusion and employment, as well as in access to the opportunities offered by contemporary society. By comparing data from different sources, including the 2021 ISTAT survey ‘Aspects of daily life’, the document provides a comprehensive and detailed overview of the Italian situation in relation to the European context and highlights Italy’s challenges and opportunities in this area. It is clear that our country is lagging behind in terms of digital skills: Only 46% have at least basic skills, which is still far from the European target of 80%. There is therefore a need for targeted policies and policy interventions that can address the challenges related to the lack of internet connection, the perception of the usefulness of the web by the population, as well as skills shortages in specific areas such as security and the creation of digital content. Improving the country’s level of digital skills means contributing to democratic participation, reducing gaps of all kinds and access to the modern labour market, recognizing these elements as essential pillars for the well-being and individual and collective development of all citizens.
